Judge says: Squeeze gals breast for 10 sec is alright,

Those who watch recent "guess guess guess" or follow taiwan's news should know that there is this case:

A guy join in a bra sales, and touch the breast of a girl while she is busy selecting her bra. The girl find out and scream, and they guy get caught. So you think the guy will be punished seriously? The answer is no!

But the judge says that, the squeezing is less than 10 seconds, is not enough to simulate sexual desire, so he is not consider as "sexual harassement"! @#$@#%@%(@#$@$#@#

What kind of arguement is that? Don't the judge knows that some guys have pre-ejaculation problem and cum too fast. If follows his argument, that means a guy who pre-ejaculate will not be considered as rape?
